Missouri Repeals the Newly Enacted Paid Sick Leave Law and Future Minimum Wage Increases

On July 10, 2025, Missouri Governor Mike Kehoe signed House Bill (HB) 567 into law. The bill repeals the previously voter-approved requirements for mandatory paid sick leave and eliminates future minimum wage adjustments for inflation.

HB 567 takes effect August 28, 2025. After this date, employers will no longer be required to offer paid sick leave or comply with automatic inflation-based minimum wage increases.

Minimum Wage Increases Still in Effect

The law does not impact previously scheduled increases for 2025 and 2026. Employers must continue to comply with the following:

  • $13.75/hour on January 1, 2025
  • $15.00/hour on January 1, 2026

Next Steps for Employers

To remain compliant and prepare for the upcoming changes, employers should:

  • Maintain Paid Sick Leave Through August 28: Continue offering paid sick leave in accordance with current requirements until the effective date of the repeal.
  • Review and Update Policies: After August 28, employers should revise handbooks and internal policies to remove references to mandatory paid sick leave including removal of any applicable posters. This change does not prohibit offering paid sick leave voluntarily under a company-sponsored plan.
  • Evaluate Broader Leave Programs: Ensure that leave policies continue to support business needs and compliance with overlapping federal or local laws, such as the Family and Medical Leave Act (FMLA) and the Americans with Disabilities Act (ADA).
  • Prepare for Minimum Wage Increases: Update payroll systems and budget planning to accommodate the scheduled increase on January 1, 2026.
